As a standalone movie, Oz the Great and Powerful is a fine family movie (no one dies) with great visuals.  It is mildly interesting but not too exciting.  As a prequel to the Wizard of Oz (1939) or the beginning of a new franchise, I think this is a reasonable effort considering the story and legal restrictions the movie makers faced.  Strangely enough, a type of witch attack looks very much like Darth Sidious’s attack.
